The Planning Commission consists of nine members:  four appointed by the Mayor of the City of Georgetown and City Council, four appointed by the Judge Executive of Scott County and Fiscal Court, and one joint member appointed by both.

Planning Commissioners
 

Barry Brock  (City)

Barry was appointed to the Planning Commission in March of 1999, and was elected Chairperson in February of 2004.  He is concerned with maintaining quality development and appropriate growth levels while working to preserve the rural character of Scott County.  Barry is a Senior Engineering Technician with the Lexington-Fayette Urban County Government in charge of commercial development.  He has over 17 years of experience in his engineering position and is also a Registered Land Surveyor.
 

John Lacy  (County)

John Lacy was appointed to the Planning Commission in February of 2004.  He retired from Scott County High School after 27 years experience as a vo-ag teacher.  He has a Bachelor's Degree in Agriculture from Morehead State University and a Master's Degree in Vocational Education from the University of Kentucky.  John is currently a full-time farmer, raising tobacco, corn, soybeans, hay, and beef cattle.  His hope for Georgetown and Scott County is that plenty of greenspace is preserved for future generations to enjoy.
 

Melissa Gregory  (Sadieville)

Melissa was appointed to the Planning Commission in March, 2005.
 

Mike Bradley  (Stamping Ground)

Mike is the Stamping Ground representative and was appointed to the Planning Commission in February of 2003.  He was elected to the Executive Committee in February of 2004 and elected Vice-Chairman in June of 2004.
 

Jimmy Richardson (County)

Jimmy became a member of the Planning Commission in October of 2004.  He retired from Kentucky Utilities as field superintendent with 38 years of service.  Jimmy is actively engaged in farming (cattle, hay, tobacco), and is interested in the continued prosperity of Georgetown and Scott County with orderly development as well as preservation of green space for future generations.
 

Janet Holland (Joint)

Janet became a member of the Planning Commission in March of 2006.
 

Greg Hampton (City)

Greg became a member of the Planning Commission in January of 2007.
 

Ralph Tackett (City)

Ralph became a member of the Planning Commission in May of 2007.


Staff

 

Michael A. Sapp, Director of Development Services

Mike became the Director of Development Services in July of 2006.  He has a B.S. in Urban Planning from Ball State University, Muncie Indiana, and a Masters of Arts from the Maxwell School of Public Administration, Syracuse University, Syracuse, New York.  Mike's prior experience includes Director positions in Huntington, Indiana; Ft. Wayne, Indiana; Oswego, New York; and Peoria, Illinois.
 

Rhonda Cromer, Planner II

Rhonda was hired in September of 2005.  She graduated from the University of Kentucky with a Bachelor of Science in Landscape Architecture in 1989. She has over 14 years experience in site planning and design and 3-1/2 years experience in urban planning.
 

Bonnie MacIntyre, Planner II

Bonnie was hired as a Planner II in March, 2008.  She graduated from the University of Kentucky with a Bachelor of Arts in Geography in 2006. She is pursuing a masters degree in Planning from the University of North Carolina at Charlotte.  Her prior planning experience was with the City of Versailles, Kentucky and Wesley Chapel, North Carolina.
 

Benjamin Krebs, Engineer

Ben was hired as the Planning Commission Engineer in June of 2004.  He graduated from the University of Kentucky with a Bachelor of Science degree in Engineering in 1998.  He received licensure as a Professional Engineer in 2003 and has over ten years experience in roads and utility construction and design.  Ben has been a resident of Scott County since 2000.
 

John Carter, Senior Engineering Technician

John was hired as the Senior Development Inspector in March of 2006.  He became Senior Engineering Technician September 11, 2006.  John retired from the Lexington-Fayette Urban County Government, Division of Engineering, in January, 2005 after 28+ years of service in the New Construction section.  He graduated from the University of Kentucky in 1984.  John sat on the Planning Commission for two years and has been a resident of Scott County since 1984.
 

Kelvin Combs, Engineering Technician

Kelvin was hired as Engineering Technician in April of 2006.  He is a graduate of Eastern Kentucky  University with a Bachelor's Degree in Criminal Justice and Aeronautical Science.  Kelvin previously worked for the Kentucky Transportation Cabinet as the Administrator of the Kentucky Airport Zoning Commission where his primary duty was to protect airspace and property associated with public use airports within the Commonwealth.  Kelvin is also a commercial pilot and avid flight instructor.  He resides in neighboring Harrison County with his wife Donna and their son R.J.
 

Perry W. Johnston, Engineering Technician

Perry was hired as Engineering Technician in September, 2006.  He has recently retired as a Transportation Engineering Tech III with State government, serving there with 28+ years experience in road construction and bridge maintenance.  He has been a resident of Scott County since 1998.
 

Earl W. Smith, GIS Manager    

Earl graduated from Slippery Rock University of Pennsylvania in June 2002 with a Bachelors of Science Degree in Environmental Studies, and minors in Geography and Geographic Information Technology.  He served an internship with the University’s local municipality to create a GIS of the town’s water/sewer system, obtaining locations with a Trimble GeoXT GPS unit.  In December 2003, Earl moved to Georgetown, Kentucky, where he worked for both the Georgetown-Scott County Planning Commission and the Georgetown Municipal Water & Sewer Service, also helping to build a GIS of its water/sewer system.  He has also worked for the County’s Property Valuation Assessment office and worked part time for Kriss Lowry & Associates, a Land Use Planning firm.  Earl has served as the Kentucky Association of Mapping Professionals (KAMP) President for the 2005-2006 year and has been a member since 2003.  He became GIS Manager for Scott County in July, 2006.
 

Matt Tolar, GIS Analyst

Matt was hired as GIS Analyst in September, 2007. He graduated from the University of Kansas in 1999 with a Bachelors of Science degree in Geology. Upon graduation, he began working for a small IT consulting firm in downtown Chicago working on creating largest Tax Parcel Map GIS database for the Cook County Assessors Office. In early 2002, he began working at URS Corporation in Chicago as a GIS Specialist/Geologist. While in Chicago, he lead various GIS projects in Environmental Management/ Remediation, Planning, Civil Engineering and Transportation. In 2004, he transferred offices within URS and moved to Oak Ridge, Tennessee. There he applied his GIS skills for all four branches of the Federal Government. He later moved back to Chicago to allow his wife to complete her residency in Veterinary Ophthalmology, while working for URS. In June of 2007 he moved to Simpsonville Kentucky, were he lives on a 17-acre farm with his 3 sloughi dogs, 3 saddlebread horses, and 1 bare-eyed cockatoo.
 

Todd Reidenbach, GIS Technician

Todd graduated from Valparaiso University, located in Northwest Indiana, in 2004 with Bachelor of Arts Degree in Geography.  Upon graduation, he traveled throughout China for six weeks with a group of fellow students and professors.  Todd returned to his hometown in Milwaukee, WI to complete the Graduate Certificate in Urban Geographic Information Systems from the University of WI – Milwaukee.  In addition to working computer support for Milwaukee and Waukesha Counties, he served the Nonprofit Center of Milwaukee as a GIS intern, which allowed him to support the planning process of several neighborhood organizations.  Todd was hired as the GIS Technician in September, 2006.
 

Charles M. Perkins, Planning Commission Attorney

Charlie has served the Planning Commission as staff attorney and hearing officer since 1985.  He has previously worked as the Assistant Scott County Attorney and currently serves as counsel for the Georgetown Housing Authority and the City of Georgetown.  He also maintains a private practice in Georgetown.  Charlie is a graduate from Georgetown High School and attended Georgetown College.  He completed his undergraduate work at the University of Kentucky and is also a graduate of the University of Kentucky College of Law.
 

Mary Snyder, Office Manager/Payroll Administrator

Mary was hired as the Office Manager in 1988 when the Planning Office first became a full time office.   Her duties include maintaining all personnel information, processing payroll and payroll liabilities, filing quarterly and annual tax returns, keeping all financial records, preparing minutes of meetings, and preparing the TRC and Commission packets.  She is also the Website Manager.
 

Carolyn Martin, Receptionist/Administrative Assistant

Carolyn started work with the Planning Commission in December of 1999.  She answers the telephone, deals with the public, orders supplies, files, and helps with much of the paperwork in the office -- from assembling Commission packets to making countless trips to record plats and to distribute plats, etc. to various offices.
